Format and Pass Mark
For degree or professional grades, BLNST is a 30-minute bilingual test with 20 multiple-choice questions. A score of at least 10 out of 20 is a pass for civil service recruitment.
What to Study
Focus on the Basic Law text including institutions, rights and duties, external affairs, finance and economy, interpretation/amendment, annexes, and core National Security Law principles and offences.
Booking Strategy
Digitalised BLNST generally runs on working days with a rolling eight-week booking window. Because absence or failure can trigger a three-month suspension, do not leave booking to the final days before appointment.
